Goal of the course

The seminar will teach competences for successful problem-solving in complex systems, such as the multi-level system of the EU. The students will learn to analyse the political environment (e.g. legislative processes), identify all relevant actors for political decision-making (stakeholder mapping) as well as select the appropriate instruments of interest representation.

The seminar further teaches three subcomponents of process competence: process structure competence, process support competence and the key element, perspective change competence (OnePager®-Methodology). The core of this methodology is to translate the corporate interest perspective into a common interest perspective.

Students learn how to analyse problems from different perspectives, to look at particular interests of companies from the point of view of the political decision-maker and learn to translate them into a common interest perspective. Interest representation is most successful when, from the perspective of the political decision-maker, an issue serves the common good and not only an individual interest. If it can furthermore be presented in a targeted, concise and convincing manner, it significantly increases the chances of success. This is what the OnePager®-Methodology stands for.

Structure of the course

1.     Discussions with high-level EU decision-makers
2.     Individual presentations of the students (compulsory reading)
3.     Introduction and concepts of successful interest representation
4.     Process competence – indispensable know-how of successful interest representation
5.     Management of lobbying projects – content and process competence in its components
6.     Personal requirements and qualifications for successful interest representation
7.     Case study

Procedure and acquisition of credits

Participants will receive the compulsory reading in advance. At the beginning of the seminar, students will present their results on individual assignments based on the compulsory reading (individual performance: compulsory reading). At the end of the seminar, a strategy concept for interest representation must be developed (group performance: case study). The students must analyse the political environment, identify the right decision-makers and actors as well as select the appropriate instruments of interest representation. The main task is to translate the corporate interest perspective into a common interest perspective on a maximum of one page (OnePager®). Subsequently, the results will be presented.

  • Individual performance: compulsory reading (50% of the grade)
  • Group performance: case study (50% of the grade)
